Are you a hygiene promotion/public health professional with international humanitarian experience and emergency response experience? We are currently looking for people to join our ERU roster, who are willing to travel at short notice (24 - 48 hours) to relief operations anywhere in the world.
Purpose Of Mass Sanitation Module ERU
The water sanitation (watsan) emergency response unit (ERU) mass sanitation module (MSM) will be expected to deliver essential sanitation and hygiene promotion services to populations in emergency situations and will have a core capacity to provide services according to SPHERE standards to 20,000 people, with options for adding resources for serving larger or more scattered populations.
The watsan ERU MSM will provide an integrated response to hygiene and sanitation problems in emergencies, based on public health needs assessment, community mobilisation, and the use of rapid and effective sanitation technology and hygiene promotion. It will be deployed as a stand-alone response or as part of the broader watsan and/or health ERU deployment and will be expected to provide a platform for longer-term rehabilitation and recovery programming, when appropriate.
The watsan ERU MSM will be required to undertake the following:
* Assessment of needs and resources; planning of sanitation and hygiene promotion activities; monitoring of activities and public-health conditions; preparing and managing the end of the deployment
* Manage the construction of emergency latrines and develop community-based latrine programmes, solid waste and wastewater, disease-vector control (principally through environmental management) and the management of dead bodies.
* Supervise the planning, design, implementation and monitoring of hygiene promotion activities through community mobilisation, targeted at promoting protective hygiene practices at the community and household levels.

Key Tasks and Responsibilities
1. Assess the needs and resources required for the watsan ERU MSM’s hygiene promotion activities, together with the team leader and other team members, and jointly plan an appropriate integrated response.
2. Plan, design and manage the implementation of hygiene promotion measures to address priority public health risks according to the agreed plan, and complimentary to physical sanitation measures, to meet the needs in excreta disposal, wastewater and solid waste management, vector control and managing dead bodies.
3. Mobilise communities, where appropriate, to participate fully in this programme.
4. Train community facilitators, trainers and national society (NS) staff in hygiene promotion as appropriate.
5. Support and train NS staff in hygiene promotion project planning and implementation, including budgeting, and reporting, as appropriate.
6. Develop/adapt hygiene promotion materials for use during an emergency operation for different target groups e.g. school children, those responsible for operation and maintenance (O&M). Draw on PHAST methodologies where appropriate.
7. Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of toolkits and other materials.
8. Monitor the impact of hygiene promotion activities and provide regular, timely and accurate narrative and financial information for inclusion in the Watsan ERU MSM’s reports for the FACT Team Leader, Federation, local NS and/or other parties.
9. Work together with the Team Leader and team members to ensure that the various aspects of the Watsan ERU MSM’s activities are integrated, and that the Watsan ERU MSM’s activities form part of a coherent public health response.
10. Plan and manage the hygiene promotion budget for the Watsan ERU MSM, and control/authorize expenditure together with the Team Leader.
11. Ensure that hygiene promotion activities are in line with SPHERE standards, Federation Watsan and Health & Care policies and national policies.
12. Manage day-to-day logistics, administration and personnel activities (including any local contracted personnel / daily labour) in accordance with guidelines on the use of local staff for ERUs and ERU Local Recruitment Guidelines and in collaboration with the Team Leader and other Team Members.
13. Coordinate plans & activities with other members of the Red Cross/Red Crescent Movement (FACT team, other ERUs, Federation Watsan Delegate, other NS delegates, local NS staff and RC volunteers) and with other agencies (governmental and non-governmental), as necessary.
14. Investigate and propose relevant operations and projects for response and recovery as well as for medium/long term programmes to the Federation.
15. Ensure that the Watsan ERU MSM activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
16. Perform any other related duties or responsibilities that may be assigned by the Watsan MSM ERU Team Leader.
Requirements
Essential Criteria
* In good mental & physical health – ability to cope with the demands of emergency relief situations
* Degree in Public Health / Health Promotion or equivalent
* Experience of managing international humanitarian operations in the water, sanitation, hygiene and/or public health sectors
* Significant experience of implementing public health and/or hygiene promotion programmes in the humanitarian sector
* Experience in community mobilisation, training and use of participatory methodologies
* Experience of managing and supporting staff
* Experience of working as part of a team
* Experience of preparing, managing and monitoring budgets
* Experience financial and narrative report writing
* Understanding of and commitment to Red Cross Fundamental Principles and mandate

Preferred Criteria
* Experience in Red Cross work, working in developing countries for a humanitarian aid organisation
* Experience of stock management

Training Courses

On-Call Commitment
For this role, the candidate must
* be available for a minimum of 1 month on call period per year
* be available for a minimum deployment of 1 month at 24 – 48 hours notice (maximum deployment 4 months)
* be willing and available to attend specialist mandatory training
